Cap penalties for cutting a keeper

Cutting a player under contract = salary increase amount + 10% of salary per remaining contract year, rounded to the nearest dollar.

The Firnandez Clause

Named for Ryan Fitzpatrick's bloated contract and Aaron Hernandez's more permanent exit from the league. When cutting a player under contract, the resulting cap penalty may be spread across any remaining contract years however the owner chooses — front-loaded, back-loaded, or split evenly. The only restriction: if a player is cut during the active season, none of that season's penalty can be deferred to future years. You pay what you owe, when you owe it.

Available after Option 2 + second contract. Tag salary = average of top 3 salaries at that position from prior season, recalculated annually.

Trading rookies & franchise players
  • First-year rookie: acquiring team inherits all contract rights including franchise tag eligibility
  • Player on 1st keeper contract: acquiring team inherits 2nd contract rights and tag eligibility
  • Player on 2nd keeper contract: acquiring team does inherit franchise tag rights
  • Franchised player: acquiring team does NOT keep the tag but may sign to a regular keeper contract

The 70% rule

The lesser side must offer at least 70% of the salary value of what the greater side is giving up.

  • Rookie draft picks = $3 unless draft order is set, then salary scale applies
  • Max cash in a trade: $15 per future year, $30 total
  • Net cap on cash received in cash-only trades: $45 over trailing 3 years
Trade approval
  • Meets 70% rule: need 8 of 10 remaining owners to vote No to veto
  • Does not meet 70% rule: need 75% of remaining owners to vote Yes to pass

League Operations
Administrative Rules
Commissioners

Managed by a committee of 3 commissioners, all active owners. Vacancies filled by nomination and vote.

Amendments

Any owner may propose an amendment before the auction draft. Ratified by a two-thirds vote.

Franchise transfer & termination

Franchises cannot be sold — only returned to the League. Involuntary termination requires a three-fourths Yes vote from remaining owners after a Committee investigation.

League structure

12 franchises across 3 divisions of 4 teams. Division realignment every 5 years starting in 2026.
